He states that currently, Harbin is fully implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the important instructions of General Secretary Xi Jinping's important speeches during his inspection of Heilongjiang province, thus promoting high-quality development through high-level opening up by making every effort to build a modern industrial system, insisting on promoting industrial innovation through scientific and technological innovation. And he also hopes that the two sides will further strengthen intergovernmental communication, deepen cooperation in economy and trade, science and technology, education, culture, youth exchanges and other fields, and enhance complementary advantages, so as to constantly write a new chapter of mutual benefit and win-win results, and work together to contribute to the construction of Chinese path to modernization.
